Copilot Studio lets you build an agent grounded on your SharePoint HR content without a custom platform. The agent uses Microsoft's orchestration and the tenant Semantic Index, so retrieval is permission-trimmed automatically and answers come back with citations to the source.
The value is not in standing the agent up; anyone can do that. It is in the configuration. We disable ungrounded responses so the agent cannot invent a rule, set content moderation high, mark your vetted policies as official sources, and scope the knowledge so the agent reaches only what it should.
When the use case outgrows the low-code path, for example a branded external portal, complex multi-part questions, or HRIS data that is not easily connected, we move to a custom engine on Azure AI Foundry. Most HR question-answering starts and stays on the declarative path.
Allowing ungrounded responses is the single most important setting for an HR agent. With it off, the agent answers from your sources or escalates; it does not guess.
